ChatGPT Ads not serving? Rejections, zero impressions and how to fix them

Why a ChatGPT ad is rejected or gets no impressions, and OpenAI's own checklist: review status, billing, budget pacing, bids, country limits and images.

First, read the status

Open the Ads tab in Ads Manager and look at each ad's status. An ad that is delivering shows Serving. An ad showing Not serving has a reason you can see by hovering over it.

That reason tells you which of the two problems you have: the ad was rejected, or it is approved but not winning delivery. The fixes are different.

If the ad was rejected

OpenAI names two common causes.

  • Policy mismatch. The ad copy or the landing page does not align with OpenAI's ad policies. Regulated categories are the usual trigger, and the landing page is reviewed as well as the ad.
  • A blocked landing page. The page blocks OpenAI user agents or IP addresses, so the review cannot load it.

The second cause is easy to miss because the page works in your browser. OpenAI's ads crawler is called OAI-AdsBot. It visits pages submitted as ads to check them against policy, and it may also use the page content to decide when the ad is relevant. OpenAI publishes its IP ranges. If a firewall, bot-protection rule or geo-block stops it, the ad can be rejected even though nothing is wrong with the copy.

You have two options: edit the ad and resubmit it, or request another review if you believe the rejection was a mistake.

If the ad is approved but gets no impressions

Wait 24 hours from launch. After that, work through OpenAI's checklist in this order.

  1. Campaign and ad status. Campaign and ads are active, review is complete, and today falls between the start and end dates.
  2. Account and billing. Verification is finished, a billing profile exists and the payment method is valid. A missing step here stops everything.
  3. Budget left. The campaign still has spending allowance.
  4. Weekly pacing on daily budgets. Check spend for today and for the current week. Using the weekly allowance early can stop delivery later in the week.
  5. Lifetime-budget pacing. A campaign ahead of pace may slow. Changing the budget or end date recalculates pacing.
  6. Bid and goal. Look for a Low bid warning on the ad group. In conversion-optimized campaigns, the bid should reflect the value of the conversion you chose, not a click. OpenAI notes that raising a bid does not guarantee delivery.

The home-country rule

This one surprises advertisers outside the US. Some new self-serve accounts can initially advertise only in their home country, the country tied to the ad account. Selecting other countries does not override it.

The account becomes eligible for other supported countries automatically, once identity verification is approved and you reach the required spend on home-country campaigns. Creating a campaign or setting a budget is not enough.

So an Israeli account whose first campaign targets only the US may simply not deliver yet. Start with a home-country campaign.

Country targeting that leaks

The opposite problem: an ad serving where you did not expect it. OpenAI explains that selecting all countries and then excluding some still allows delivery in every eligible country you did not exclude.

For a single-country campaign, select that country explicitly and save. Changing targeting later does not change where past delivery happened.

Image and upload errors

Images must be PNG or JPG, square and no larger than 1200 x 1200. The image URL must be public and open directly to the image, not to a preview or sign-in page. Public Google Drive links, S3 or CloudFront, and your own domain or CDN are accepted.

For bulk uploads, check the row-level results. Processing can finish while individual rows fail, and resubmitting rows with blank ad IDs creates duplicate ads.

When the numbers do not match

Reporting refreshes on different clocks. Impressions, clicks and CTR update roughly every 15 minutes. Spend can lag by about seven to eight hours, and CPC and CPM update only after spend settles. A new charge can therefore include spend your dashboard does not show yet.

Before calling it a discrepancy, compare the same account, campaigns, date range, time zone and filters. For conversions, check which events and attribution windows each report counts, and whether it dates a conversion by the ad interaction or by the conversion itself.

If you see a hard error or a clear billing or review blocker, contact support right away. Otherwise, write after the checks above. The address is ads-support@openai.com.

Include the account name, campaign name, launch date and a screenshot of the problem. For a rejection, add the ad copy, the landing URL and the disapproval message. Never send passwords or card details.
